"Have you tried Settings > Developer Options > Disable HW Overlays? I had to do that for several games that were causing screen tearing / artifacts."
I hadn't, but that's a wonderful suggestion, wonder if anyone else has?
Edit: So after learning how to re-enable dev options, I just tried this, and it definitely seems to WAY help. Is there any downside to leaving this checked all the time?
So something for others to try/chime in on?
Thanks a lot, this worked perfectly on my HTC desire s running CM10.1. If it doesn't work for you maybe try disabling USB debugging in developer settings as well and that should help fix it

This does seem to fix the issue on my HTC G2 running Flinny's CM10.1 ROM but you have to do it every time you restart your phone. Kind of annoying but I guess it works for now. Disabling HW overlays seems to fix it permanently.
